Administration and Announcements
President Johnea Kelly opened the meeting and members were asked to introduce themselves to the group. Ernie Mills announced that the Rescue Mission would be having their annual Back To School party on August 5th, 1201 E. Main Street at twelve noon. The Eno River Association directed everyone to their website for more information on NCDOTs Eno Drive initiative.
Programs
Caleb Southern gave a short program on the East End Connector. He pointed out the benefits to neighborhoods by building this roadway that would connect I-85 with Durham 147, allowing North Durham residents to get to RTP and other southern destinations without having to cut through residential areas. This project has been on the books for many years but not funded. The necessity for a number of long overpasses makes the project very expensive and so other less expensive projects are moved up on the Transportation Advisory Boards timeline. Legislative action is required to change the definition for fundable projects so that the East End Connector could be built using the same funding source has the proposed Northern Durham Parkway.
Durham City Manager, Marcia Conner, gave the main program. She outlined the top priorities for this as being:
· Bringing a police allocation plan to City Council by the first of August that would entail 2 phases, 1. Look at how patrol officers scheduling is being done and 2. Look at the other current staff allocations.
· Complete the process and hire a new police chief Note: A public forum is scheduled for Monday, July 15th at 7PM ant the Durham Marriott.
· Downtown projects-specifically the overlay district that would include receiving input on height, zoning and the transition from the urban core into the neighborhoods.
· Provide additional funding for neighborhood notifications about when meetings will occur that include deliberations for items affecting them.
She also noted that the Chapel Hill and Corcoran realignment would be in the spring of 2003.She talked about the feasibility study being undertaken on a performing arts center and that Phoenixs model used a land rental to a private developer who financed the building of the theater. A minimum of 180 events would have to be staged each year to cover costs. In discussing the budget she pointed out that speed bump and sidewalk allocations had been eliminated this year as well as neighborhood clean-ups.
She asked all neighborhoods to formulate their concerns by the end of the year so that City Council could take them to their January budget meetings.
Business
The April and May meeting notes were accepted with one correction.
This years main Neighborhood Summit topic will be Property Rights, Nuisance Abatement and identification and correction of other rental property issues involving neighborhoods. Committees are:
Mailing -Johnea Kelly, John Dagenhart, Fred Mowry and Bill Anderson.
Mike Shiflett made a motion that no more that $400 be spent on the event. Mike Woodward seconded it and the motion passed.
The Treasurer reported a bank balance of $881 as of 6-25-02. He is currently reviewing the roster of participating organizations and their current status in respect to dues payments.
A nominating committee was formed and will be chaired by John Dagenhart. Mike Shiflett volunteered to help.
Everyone is reminded to take information from INC meetings back to your neighborhood for discussions with decisions brought back to INC.
